Background:

Community planning groups (CPGs) are vital for developing comprehensive HIV prevention plans.
Understanding factors influencing CPG behavior, especially in data-informed decision-making, is crucial but underexplored.

Purpose of the Study:

To observe how a CPG's behavior evolves over time.
To examine the impact of structural and functional modifications on group dynamics and decision-making processes.

Main Methods:

An observational case study design was employed.
18 meetings of a CPG were videotaped to analyze group interactions.
Discussions regarding authority and conflict were specifically noted.

Main Results:

Discussions about authority and conflict were frequent, particularly concerning prioritized populations and interventions.
No statistically significant changes were observed in the frequency of data-informed discussions.
Observed group conflict may stem from efforts to enhance equity.

Conclusions:

Formal and informal conflict management mechanisms are recommended for CPG technical assistance.
Agreed-upon decision-making procedures should be integrated into CPG support.
Further research is needed to determine if conflict resolution enhances data-informed decisions.
